Job Description
Directs all phases of R&D; programs from inception through completion for the Spectrum Protection & Denial (SPD) Research Area of the Spectrum Systems Laboratory (SSL). SSL is focused on developing state of the art technologies for spectrum operations including electronic warfare (electronic attack, support, & protect), spectrum management, spectrum access, RADAR, SigINT, ELINT, and COMMINT capabilities. Key technologies in the research area are machine learning, cognitive processing, spectrum management, etc. applied to spectrum operations. Will manage subordinate leaders and be responsible for coordinating employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition/disciplinary actions either directly or through subordinate. Responsible for career development & individual growth of direct reports. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in negotiation of contract & contract changes. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business and research areas or expands the product line with the customer. Key customers typically include DARPA, services labs (AFRL, ONR, NRL, ARL, etc.), DoD (Army, Navy, Air Force, etc.), and other gov't agencies. Establishes milestones and monitors adherence to master plans and schedules; identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Reports to the Director of the SSL. Be responsible for leading all technical and programmatic activities for the SPD Research Area for organic sensing and Spectrum Operation related technologies including electronic warfare.
Collaborate with the SSL Director and the Lab's business development and market analysts support professionals in the creation and execution of a strategic plan for the SSL including: 1.The diffusion and strengthening of the SSL Vision for the Integrated, adaptive, and collaborative spectrum operations and electronic warfare 2.Future EW and Spectrum Operations technologies for integrated operations and joint operations 3.Advanced technologies in coordinated, adaptive, and networked EA/ES missions to support the warfighter 4.Specialized signal processing for EW and electronic support missions 5.Specialized embedded processing techniques for telecommunications devices 6.The development of innovative technologies to bridge the gap between spectrum stake holders 7.Mapping the path from today's EW missions to future integrated EW missions and how they tightly couple in an integrated approach to Spectrum Operations and Spectrum Operation Management tools
Lead the development of proposals for and execution of internal and external research and development projects to support the SPD Business Area's strategic plans.
Collaborate with adjacent SSL Research Areas and other ATL management teams for the development of unique technical solutions for internal and external business developments, including proposals and Independent Research and Development Programs.
Participate as a member of the SSL management team in lab-wide business development pursuits, contributing to bid/no-bid decisions and proposal leadership and development across business areas.
Provide oversight and ensure programs/projects meet financial, programmatic, and technical metrics and milestones

Basic Qualifications
Masters degree in Electrical Engineering, Physics or Computer Engineering or equivalent.
3 years experience in Spectrum Operations (RADAR, SigINT, ELINT, COMMINT, or electronic warfare) systems, signal processing, or related fields and technologies.
Strong Full Spectrum Leadership skills for energizing the team, building effective relationships within and out of the organization, delivering results, shape the future and implement a long term vision for spectrum technologies, model personal excellence through integrity and accountability.

At least 10 years experience in Government Science and Technology business with at least part having project or new business development support responsibility or military experience.
Prefer at least 8 years experience in Spectrum Operations (RADAR, SigINT, ELINT, COMMINT, or electronic warfare) systems, signal processing, or related fields and technologies.
Operational and Military experience with electronic warfare and spectrum operations systems, techniques, technologies, and capabilities
Demonstrated ability to develop and execute technical/programmatic strategies for developing new technologies and capabilities
Familiarity with machine learning, cognitive processing, spectrum management, and state of the art signal processing techniques and algorithms
Familiarity DARPA and government R&D; and S&T; organizations.
Effective in delivering results and innovative concepts in a highly competitive environment.
Strong skills in developing customer intimacy and trust.
Demonstrate the ability to effectively communicate and work with both internal Lockheed Martin customers as well as external customers and navigate through the complexity of the DoD spectrum landscape and international spectrum regulations.
Proven track record of demonstrated leadership abilities
Experience in teaching others complex concepts/subjects
Excellent team building ability/Team oriented and partnering.
Demonstrated potential to lead a small sized organization of 12 personnel and run multi million dollar programs.
Demonstrate proven leadership ability to support SSL director in a transformative process of the SSL, applying creative solutions to meet commitments. This also includes retaining and developing talent to realign the SSL vision in order to meet the challenges of the Spectrum Operations of the future.
Experience managing direct reports.
